这是一部描写新一代警官成长的过程的剧集。演员方面是演技派和新秀共冶一炉，计有刘德华、陈敏儿、李国麒、梁朝伟、陈安莹、叶德娴、刘兆铭、秦沛、陈有后等。故事内容主干是描述江大伟(刘德华)是一个充满理想的大学生投身警界，人考入帮办学堂受训，进而如何出身警官，而围绕在他身边却是各式各样的警务人员，他们的性格和背景均不同，于是做人方式便有所分别，其中虽然有害群之马，但也有尽忠职守的。鉴于毒枭的方式无天，江大伟接受上司的密令，布局遭人陷害革职，成为卧底神探，为贩毒头子(刘兆铭)的得力助手工作 ，虚与委蛇，实行搜集贩毒头子的犯罪证据。做了卧底的江大伟，表面上性情大变，得父亲戚干(刘江)和女友嘉琦(陈敏儿)的谅解，有冤无路诉，充分的描述了当警务人中的痛苦，他几以辛苦，搜集了许多罪证，终于成功。。《避风港》也许BBS公司最大的发现就是他们的导演亨利·嘉格隆，这是一个激烈而又异类的电影人，一个肯花十年时间研究女性角色的作者。《避风港》第一次传达出他的电影观念，充满了各种微妙的、内省的、戏剧化的幻象元素。片中塔戴斯·韦尔德饰演一个脆弱的纽约少妇，沉溺于痛苦的过去不可自拔，奥逊·威尔斯则扮演一个中央公园里迷人的魔术师，杰克·尼克尔森扮演韦尔德神秘的前男友。。One day, thinking that it will make your wife and friends smile, you shave off the moustache that you have had for the last ten years.
