Maria and her friends are only able to c...。1958年，大跃进时代。钟叶平（秦怡 饰）任青龙水库党委书记不久，既制订出提前一年完成水库竣工的跃进计划。省水利局长陈超人（郑大年 饰）却认为此计划违背科学，不赞成实施。省委倪书记（陈戈 饰）却支持钟叶平的计划，让她组织干部群众调研，拿出可行方案。钟叶平和主观武断的陈超人等据理力争，党办主任苏士荣（鲁非 饰）向省委写信反映陈超人要扒开合拢囗的错误方案，脑羞成怒的陈超人准备撤消钟叶平的职务。关健时刻，倪书记来到工地，他通过调查了解，批评了陈超人等，受了批评的陈超人竟不顾施工安全，搞起“遍地开花”工程，造成溢洪陡坡大面积塌方，血的教训使陈超人受到严肃处理......。
